Anyone-means everyone, you, me, the entire human race.
Who-means we have to make our own choice to call upon The Name of The Lord Jesus Christ. You are responsible for you.
Calls upon-this is the same thing as faith. When you call out for help, you believe in the person's ability to help you. Jesus Christ is the only person able to save anybody because He took our place on the cross and bore the penalty for our sins.
The Name of The Lord-a name means a person's reputation: any hope that we can have in Jesus to save us is based in His reputation as The Son of God (John 1:1) and the Savior who took our sins upon Himself, died and rose again. (John 1:29)
Will be saved- saved from what? saved from the eternal punishment that we all deserve. We have all sinned against God;
we violate His Law every day- in word, thought and deed (Romans 3:23). God says He will not clear the guilty (Exodus 34:7) and He will only forgive us on the basis of Christ dying for us. (Hebrews 9:22, 1Peter 1:18-19).
Conclusion: God states plainly in His Word (The Bible) that He will forgive (save) anyone who calls (expresses his faith, believes) upon The Lord Jesus Christ.
